The Association of Consulting Surveyors Victoria Inc. (CSV) - the body which represents businesses employing Licensed Surveyors (who are legally responsible for all subdivisions in Victoria and are the first on the site of most building or development projects) - has completed its biennial survey, where its members rate the performance of Municipal Councils across the state.

Results of the survey, which assessed Councils’ performances in the administration of applications for subdivision and development, were announced at the Association’s Public Seminar, which was held at Pullman Melbourne on the Park, Melbourne, on Friday, 21 March 2025, by CSV President, Michael Degg.

Councils were assessed on:

• efficiency;
• response time;
• understanding of the Subdivision Act; and
• level of cooperation.

     The best performed Council in Victoria, which won the “CSV 2025 Award for Municipal Excellence”, was the:
